The new environmental governance tools in China: An analysis of the Corporate Environmental Credit System in Zhejiang

The Corporate Environmental Credit System (SCEE) is a sub-system of the Social Credit System, designed to enforce environmental laws, regulations and standards by controlling and punishing polluters. Under the direction of the Ministry of Ecology and the Environment, this system aims to strengthen controls on pollutant emissions (air, water, soil) by companies, in order to penalize those who fail to comply with the standards authorized by law. It also aims to improve and systematize the processes for collecting, analyzing and disseminating environmental information, in order to reinforce the responsibility of polluters. This paper aims to analyze the ratings published in the SCEE implemented in Zhejiang and to reconcile these scores with measurements of environmental quality in the province. Based on scraped data, the analysis seeks to better understand policies implemented by the public authorities to improve the environment state in China.
